The Virginia Department of Housing and Community Development.

Challenge

The Commonwealth of Virginia's Department of Housing and Community Development needed to develop administrative rules and procedures for improving the quality of installation of factory-built homes. These rules needed to be consistent with the rules already in force in other states, regulating the installation of homes, the licensing of retailers, the certification of industry personnel, and warranty or consumer protection requirements. Once in force, the new regulations needed to be communicated statewide, and Virginia Building Officials required training sessions in the new requirements.

IBTS Solutions:

  • Developed custom technical guidebook for permanent reference.
  • Conducted on-site field training for the installers, local building officials, and product suppliers to increase their understanding of the requirements and the consequences of improper installations.
  • Provided a cost-effective way of sampling and tracking installers' work.

Benefits:

  • State reported a significant reduction in the consumer complaints of improper installation.
  • State procedures enabled monitoring of installers whose performance was suspect.
  • State procedures enabled actions to be taken against installers that repeatedly did not meet the requirements.
  • This new sampling system served to eliminate repeat problems from individual installers, and created accountability.
