Certified Staff
IBTS's multi-disciplined staff of engineers and technicians has expertise in plan review, inspection, program administration, performance measurement, auditing, quality management, IT support, housing/building regulations, architecture, and design and construction contract management.
A High Degree of Client Satisfaction
IBTS has a 30-year track record of high satisfaction among its clients: federal, state and local governments as well as public and private organizations.
Contract and Grant Vehicles
Federal agencies can obtain IBTS's services with minimum paperwork using General Services Administration (GSA) schedules. State and local government can also obtain IBTS's information systems, services, and/or support through a cooperative agreement using GSA Schedule 70. As a public service organization, we are able to offer services to the government without going through a competitive procurement process.
DCRA Third Party Information
Once you have selected IBTS for your DC inspection needs, there's an online submittal form that must be completed before inspections start.
The agreement for professional services must be drawn between the building owner, building management company, or their agent. DCRA has an online submittal form located here:

What you need to complete the form:
- Your permits (they will process the form with just the building permit, however they will need all of the permit number submitted prior to the final inspection). IBTS generally will do this for you, since, as the keeper of the records for DCRA, it needs to include everything. The owner/agents' e-mail and phone number must appear on the form.
- IBTS's certification number: 01-100505.
- The date of the first inspection.
- No signatures are required if the form is submitted electronically, HOWEVER, if you are not using Outlook or Eudora, you will have to print and scan the form before you send (and signatures are required).
Note: if you have already entered into an agreement with IBTS, we will submit the form on your behalf; it is far more important that we know DCRA has approved us for the inspections than it is for you. Without the DCRA third party approval, we don't have the legal permission from the City to enter onto the property.
IF you submit the form yourself, please always copy our project manager, . She will follow up on the progress of the approval. The approval process may take two to three days, so we encourage you to submit at the beginning of the project to avoid delays.
DCRA has a new website. Here is a link to the inspections page which includes the current DC supplement, DCMR 12 (it's a little different than it used to be):
